This is similar to hot potato but campers are in a line. Give directions on how they need to pass it up and down the line, such as between legs, over their head, behind their back, while on one foot, etc. Start the music and when it stops, the person holding the water balloon has to break it on their head of the person next to them, whatever rules you come up with.
